Sir,
I have the honor to transmit the copy of a letter from Mr Allen Francis, United States Consul in this Colony together with my reply thereto.
I have conferred with Rear Admiral the Honorable J. Denman who will take measures to preventtheManuscript image the "Shenandoah" leaving the Harbour of Esquimalt as an armed vessel in the case of her entering it, an event which I do not contemplate as probable.
