inclosing Copies of a correspondence between the Governor of
Vancouver's Island and the United States Consul at Victoria
respectingthe the "Shenandoah"; and I am, in reply, to request that you
will state to Mr Secretary Cardwell that Lord Russell concurs in
approving the Governor's proceedings.
