Mayne acknowledges receipt of a despatch forwarded from Kennedy requesting documents on the subject of police administration. While Mayne forwards the requested documents, he also notes that the best method for obtaining a knowledge of the Police system and operations is personal observation

Sir,
I have to acknowledge the receipt of your letter of the 21st Inst
and of the Copy of a Despatch from the Governor of Vancouver Island.
I enclose Copies of the Regulations for the guidance of the
Metropolitan Police, and Extract from the numerous Acts of Parliament
on matters of Police, also Forms used in the administration of
Police, some of which may be found useful.
The only mode I believe for obtaining a knowledge of the Police
system and operationsis is personal observation and communication with
the Officers of Police.
