Cardwell forwards correspondence between Denman and Foster and documents regarding the construction of a pier in Esquimalt Harbour. Cardwell requests that Kennedysettle the matter in concert with the Admiral and consistent with the public interests, and with the possible future requirements of
the Navy.
I also enclose a Copy of a Report of the Hydrographer to the
Admiralty accompanied by a Chart of Constance Cove showing the
position of the Pier.
With reference to the wish intimated by their Lordships, I have
to request that you will settle the matter in concert with the
Admiral in such manner as, without putting Colonel Foster to any
unnecessary inconvenience, shall be consistent with the public
interests, and with the possible future requirements of the Navy.
