Sir,
I have had under my consideration an Act (No 68) passed by the Legislature of Vancouver Island in the month of December 1862, and transmitted in your Predecessor's Despatch noted in the margin.

No. 60—30th Decr. 1862
I have reported to Her Majesty in Council my opinion that the said Act should be left to its operation, and I have the honor to transmit to you herewith, an Order of Her Majesty in Council, dated the 7th Instant approving that report.
