Sir,
Referring to your Separate Despatch dated 12th October 1865 and
other correspondence on the subject of Crown Lands and Revenues, and
in view of the liabilities to the Imperial Government for the outlay
incurred in the erection of Lighthouseswhich
which it seems doubtful
whether the local Legislature will make good, I have deemed it my
duty to direct that all Crown Revenues such as fines, fees,
forfeitures should be carried to that account from the 1st January
1866.

It is to me very obscure. Perhaps we had better ask the Govr
whether these items were not carried to the Crown Revenue account
before; and if not, for what reason?

On looking further into this despatch we are led to believe that we mistook it's import. Both Mr Blackwood and I imagined the Governor to mean that he had just begun to carry fines and fees to the credit of the Crown Revenue. But on further examination it would rather appear that he only means that he has applied the fines and fees to the purpose of meeting Lighthouse expenditure. I have sketched a draft to settle the point.
