No. 21
10th March 1866
Sir,
I have the honor to transmit the copy of a letter from Mr B.W. Pearse, Acting Surveyor General of this Colony applying for confirmation in that office.
I have explained to Mr Pearse that it was in my opinion improbable that you would under any circumstances appoint to anofficeManuscript image office for which the Legislative Assembly had refused to vote a salary.
In the absence of any information on the subject of union of these Colonies I am unable at present to offer any recommendation which might embarrass the future settlement or redistribution of offices.
I have the honor to be,
Sir,
Your most obedient Servant
A.E. Kennedy
Governor

Mr Elliot
The Governor has assigned one sufficient reason agt Confirming Mr Pearse in the Office of Surveyor Genl viz: that the Legislature has refused any salary for the Office; but another reason is that he does not say a word in his favor.
I should think that there must be a Surveyor Genl in V.C.I. after the Union is arranged.

Tell Mr Pearse that existing circumstances do not allow of coming to any decision on the subject of keeping up the Office of Surveyor General or the manner in which it should be filled.
