I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council, of the 28th Ulto, leaving to their operation two Acts passed in June last, in Vancouver Island, Nos: 118 & 119, and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
