I have the honor to acknowledge the receipt of your Despatch No. 69
of the 3rd September, on the subject of the refusal of the Legislative
Assembly to pass Supplementary Votes to cover the expenditure of last
year.
I would observe that under ordinary circumstances it is the duty of
the Executive Government
to confine the different Departments to the
expenditure of the Votes already granted, but looking to the change
which by this time has probably taken place in consequence of the Union
of
Vancouver Island with
British Columbia, I do not think it necessary
or for the public interest to pursue the question further.
