Richard Ebden received his BA from Christ's College, Cambridge in 
1856 and an MA in
                     
1859.
                     He secured a position as clerk in the 
Colonial Office in
                     
1858.
                     After serving as private secretary to 
Sir Frederic Rogers, principal undersecretary, Ebden was promoted to assistant senior clerk
                     in 
July 1866, senior clerk in 
1872, and chief clerk in
                     
1879.
