Kinlock, Arthur
Kinlock wrote to Fortescue on 21 December 1863 submitting his candidacy for the position of Commissioner of Crown Lands in Vancouver Island, or any other employment that might be available.1 According to the minutes, Kinlock was possibly known in the Australian Department.
His application was unsuccessful; Elliot asserted that this unfortunate gentleman has been out of his mind and is wholly unfit for public
employment.2
