Barclay writes to Elliot, for Newcastle’s information, to forward an extract of a letter, from Douglas, on the subject of “the letter of a gentleman residing at Vancouver's Island,” extracts of which were transmitted to the HBC.
In the minutes, Jadis notes that the obligation of land-owners to accommodate a “certain number of settlers”
has been relaxed.

I am directed to enclose to you herewith, for the information of
the Duke of Newcastle, an extract of a letter received from Mr
Douglas relative to the letter of a gentleman residing at Vancouver's
Island, of which extracts were transmitted to the Governor and Committee
of the Hudsons Bay Company with your letter of the 3rd November last.
