William Allen
This private correspondence describes the William Allen as an American Schooner.
This same despatch notes its arrival to Victoria on the 23rd of July, 1854, and that
the Collector of Customs denied Compliance with the application [to ply the coast]
under the plea of the Schooner being a foreign bottom.
A customs kerfuffle ensued, as referenced further in this despatch, and this despatch.
