Sir,
With reference to your letter of the 10th Inst; 1 I am directed by the Lords Commissioners of Her Majesty's Treasury to acquaint you, for the information of Sir E.B. Lytton, that My Lords have informed the Commissioners of Audit that, although no Legislative Council has been created in British Columbia, Their Lordships are of opinion that the Forms of Authorities from the Governor to the Treasurer, for the issue of Money and for defraying Expenditure, together with such other Forms as the Commissioners may consider available under the present circumstances of the Colony, beyond the Instructions herewith transmitted,shouldManuscript image should be sent out for adoption by the Governor as soon as the state of the financial arrangements may admit.
