Hammond forwards copies of a despatch and enclosures from Napier
respecting his attempts to obtain the relaxation of the Laws affecting the United States Coasting Trade.
The minutes send a copy to the Board of Trade.
Enclosed is a draft from Merivale to Tennant, Board of Trade, forwarding correspondence concerning an attempt to relax laws affecting the coasting
trade of the United States; Napier to Malmesbury concerning the coasting laws; and Napier to Cass also on the coasting laws.
Hammond to Merivale (Permanent Under-Secretary)
With reference to your letter of the 9th of November
last, I am directed by the Earl of Malmesbury to transmit to
you, for the information of Secretary Sir E.B. Lytton, copies
of a Despatch and it's enclosure from Her Majesty's Minister
at Washington respecting his attempts to obtain the relaxation
of the Laws affecting the United States Coasting Trade.
