With reference to the provision of a conveyance for 16 Tons
               of Barrack Furniture to 
British Columbia, I am directed by the Secretary of State for War to acquaint you that the Owners
               of
               the only vessel at present available for this purpose have sent
               in their tender to the Transport Office under the following
               conditions; namely, to convey these Stores from England to
               
Vancouver's Island, and the Master of the Vessel to have
               liberty to forward them from thence to 
Queensborough (now called
               
New Westminster) by his vessel or by any vessel or craft at
               the owner's expense, but at the public risk; and I am to
               request you will state whether this arrangement shall be approved.
