I have the honor of transmitting herewith, copy of a Proclamation, issued on the 20th day of January instant, authorising the Chief Commissioner of Lands and Works to sell Town Manuscript image Town and Suburban lots, and agricultural lands, which have been offered for sale at public auction and remain unsold, at the upset price.
2. It was intended to convey such powers to the Commissioner of Lands and Works by the Proclamation regulating the sale of Public Land, which issued on the 14th day of February 1859, but it appearing doubtful whether the powers in question have been actually conveyed by that instrument, in consequence of the expression "Except as aforesaid" in the 4th clause of that Act, Manuscript image it was deemed advisable to remove the doubt, and to issue the present Proclamation.
