Douglas informs Newcastle that he has
authorized the Treasurer to obtain the sum of Four Thousand pounds by Bills on Her Majesty's Paymaster General on account of the sum voted by Parliament for the support of the Royal Engineers serving in British Columbia for the financial Year 1862-63and asks that the bills be accepted and paid
upon presentation.
