Despatch from London.
Enclosures (untranscribed) (1).
Newcastle forwards Douglas a letter of complaint received from Robert Holloway, asks Douglas to report on the
allegations contained in it,and instructs him to inform Holloway,
by my desire,that letters of complaint are not to be sent directly to Newcastle, but should instead be forwarded to him through Douglas. Enclosed documents show that Holloway's complaint concerns his loss of land in New Westminster due to a late payment.

I have the honor to transmit to you a copy of a letter from Mr.
Robert Holloway dated New Westminster, 30th of November, and to request
that you will furnish me with a report upon the allegations contained in
it.
You will also acquaint the Writer, by my desire,that
that established
rules require that representations to the Secretary of State should be
forwarded through the Governor, and that if he had taken this course I
should have been in a position by this time to give a decision on his
case but that as he has sent his letter direct without affording an
opportunity for the Governor to add any requisite explanation, it has
become necessaryto
to refer his letter back to the Colony for report.
