I have the honor to transmit to you for the information
of the Duke of Newcastle copy of a letter from the Colonial
Secretary of British Columbia advising the Crown Agents for
the Colonies of his having drawn a further sum of £5,000
on account of the £50,000 Loan of 1863 and I have to request
that you will furnish me with His Grace's authority for
accepting the Bill for the same.

Yes. But observe also that in requesting authority to make any
payment or accept any bill they shd always state whether
they have funds for the purpose.
