Upon referring to the correspondence relating to the affairs of
British Columbia in the year
1859, I find that two important letters
received from
the Treasury on some of the general principles connected
with the establishment of an
Assay Office or of a Mint were not at that
date communicated
to
to you, and as I think that the observations which
they contain are such that they may at any time be useful to you in
considering any questions which may arise in connection with those
topics, I now transmit copies of them to you for your information, and
in order that they may be placed amongst
the the records of the Colony.
