With reference to your letters of the 23rd of October & 28th March last I am desired by the Lord's Commissioners of Her Majesty's Treasury to state, for the information of the Duke of Newcastle, that They have no objection to offer to the "Cook's Ferry and Clinton Road Bond Act 1863" which has been issued as a Proclamation by the Governor of British Columbia.
