The Ordinance to Sir F. Rogers who will probably refer it to the Treasury. If so we should send to that Office the correspondence (10952) between Mr Seymour & Mr Cardwell in respect to the 1/2 salary of the former together with such other information as we possess on the other items of expense mentioned in the Schedule.
ABd 17 May
Sir F. Rogers
To Treasury accordingly?
TFE 17/5
Yes. It is to be remembered that the Legislature of B.C. is virtually in fact representative & is only not so in form because there was no possibility of applying any intelligible principle of representation to a population so curiously compounded. The responsibility therefore of the Home Govt for the proper conduct of the finances is not what it is in an ordinary Crown Colony.
FR 18/5
At once.
