On behalf of the Lords Commissioners of the Admiralty, Romaine asks whether the public will bear the cost of the Bishop of Columbia’s recent return journey aboard the Devastation. Blackwood’s minute suggests that the Bishop’s 1860 journey, the cost of which was borne by the public, be taken as a precedent and that
Seymour be instructed to provide the necessary funds.
Romaine to Under-Secretary of State
The Person named on the other side hereof,
having been entertained onboard Her Majesty's Ship Devastation on
the occasions and between the dates stated against his name;
I am commanded by My Lords Commissioners of the Admiralty to
request that you will move Mr Secretary Cardwell to
cause me to be informed, whether the expense of the
Entertainment is to be borne by the Public.

On a former occasion the Colony had to defray the expense of the Bishop's journey. The correspondence took place in 1860. If the former precedent is to be followed, we should tell the Admy that the expense will be borne by the public, & that on being apprized of the amount of it, instructions will be given to the Governor to make the necessary remittance to the Paymaster Genl of Civil Services.
