Julyan to Rogers (Permanent Under-Secretary)
Offices of the Crown Agents for the Colonies
Spring Gardens, London, S.W.
27 June 1866
Sir,
The Crown Agents for the Colonies have this day received from the Colonial Secretary of British Columbia a letter, of which I enclose a copy, directing them, under certain circumstances, to draw a Bill on the Government of the Colony in order to raise the sum of £6250 to meet the interest and sinking fund payments on the British Columbia Loans due on the 1st proximo.

Before taking any further steps in the matter the Crown Agents will be glad to know whether there is any chance of their receiving from the Imperial Exchequer the sum of £9000 therein stated to be due to the Colony by the Home Government.
The cash balance now in the hands of the Crown Agents is £9537, but two bills, amounting together to £10,000, were drawn on them by the Colonial AuthoritiesonManuscript image on the 16th March last, and will mature, and must be paid, on the 16th proximo. The additional sum required therefore between the 1st and 16th July will be £6713; and failing the early payment from Her Majesty's Treasury of the £9000 due on Military account, the Crown Agents request the authority of Mr Secretary Cardwell to draw Bills on the Colonial Government sufficient to raise the required amount.
I have the honor to be,
Sir,
Your most obedient servant
P.G. Julyan

The first thing to do is to ask the Treasury if they can pay the £9000 due to the Colony on Military account. They will perhaps advance the money if the Supplementary vote has not been taken yet.

Immediate. We must write to Treasury, marked "Immediate" and request to be informed if there is any prospect that the Crown Agents will receive the payment of £9051 before the 16th.
I annex drafts to the Treasury & to the Crown Agents.

The letter of the Agents reached me late yesterday, and as the subject would bear no delay and the course was plain, I at once wrote these letters to the Treasury and Crown Agents.
