I am directed by the Secretary of State for Foreign Affairs to transmit to you for the information of the Duke of Buckingham, the accompanying copy of a despatch which has been received from Her Majesty's Consul at Francisco reporting the Departure for Sitka of the United States Steam Ship "Ossifree" having on board the Russian and United States Commissioners deputed for the cession of the Russian possessions.
