Lugard transmits the “Descriptive Particulars and Parchment Certificate of” Lindsay and requests that “the necessary instructions…be given for the payment of the pension
of James Lindsay at New Westminster, British Columbia.” Blackwood’s minute suggests forwarding “the enclosures with the desired instructions to the
Governor.”
I am directed by Secretary Lt General Peel to transmit
the enclosed Descriptive Particulars and Parchment Certificate of
the pensioner named in the margin;
and to request that you will move
the Secretary of State for the Colonies to cause the necessary
instructions to be given for the payment of the pension of James
Lindsay at New Westminster, British Columbia.
