Victoria
16th November 1868
My Lord Duke,
On the 14th instant I ventured to send to Your Grace the following Telegram, Needham begs forChiefManuscript image Chief Justice at Cape. Good Man. Do not move Young yet."
2. It was sent at the request and expense of Chief Justice Needham. I have only to say that he has given great satisfaction as a Judge in this Colony. He is a man of considerable energy, a good lawyer and keeps his court in admirable order.
2. [sic] The removal of one ofourManuscript image our Chief Justices, although both are liked and respected would remove all the difficulties with which our present judiciary arrangements are embarrassed.
4. For the sake of economy I tacked on to the message a request respecting the Acting Colonial Secretary which had no relation to the topic with which my message commenced. I shall address Your Grace in a SeparatedespatchManuscript image despatch on this second subject.
I have the honor to be,
My Lord Duke,
Your Grace's most obedient
humble Servant

The enclosed letter or despatch, being marked Private and not numbered was treated by me as a private letter until I received the duplicate yesterday. I now transmit both—and am sorry I made theManuscript image error—but it came marked private and in a cover marked private & addressed to me by name & not officially.
Yours very truly
