Sir,
I have received and laid before my Lords Commissioners of the Admiralty your letter of the 19th instant relative to bestowing the local rank of Lieutenant Colonel upon Captain W.A. Delacombe of the Royal Marines, whilst he is in Command of the English Force at San Juan.
I am commanded by their Lordships to acquaint you, for the information of the Secretary of State for the Colonies, that they consider it desirable, if Captain Delacombe should be granted the local rank of Lieutenant Colonel while holding command of the British ForceatManuscript image at San Juan, such rank should be honorary and carry with it no precedence outside the Island, nor any increase of emolument.
My Lords have informed Rear Admiral The Honble GF Hastings CB that Captain Delacombe may be allowed the local rank of Lieutenant Colonel on the conditions above mentioned, provided it appears to Admiral Hastings to be conducive to the good of the public service.

The American officer Captn Allen has been raised to the rank of Major & his promotion has been approved by the British Govt.
In 9907 Govr Seymour recommends that the English Officer should have the rank (local) of Lieut Coll & this Admty letter approves of that promotion conditionally.
The despatch drafted to Govr Seymour as to Captn Allen (9064) may go onManuscript image with the addition to its enclosures of F.O. 9970.
Governor Seymours Separate despatch should be acknowledged & a copy of this letter sent in reply.
And copies of that despatch & of this letter should go to the Foreign Office for information & with reference to 9970 of 9 Sept.
