Romaine states that the Admiralty approves of granting Delacombe
the local rank of Lieutenant Colonelwhile in command on San Juan Island, with the promotion only being an honorary measure. Romaine advises the Colonial Office that Hastings was informed of Delacombe’s promotion, which awaits Hastings’s approval. Romaine to Under-Secretary of State
I have received and laid before my Lords Commissioners of the
Admiralty your letter of the 19th instant relative to
bestowing the local rank of Lieutenant Colonel upon Captain W.A.
Delacombe of the Royal Marines, whilst he is in Command of the
English Force at San Juan.
I am commanded by their Lordships to acquaint you, for the
information of the Secretary of State for the Colonies, that
they consider it desirable, if Captain Delacombe should be
granted the local rank of Lieutenant Colonel while holding
command of the British Forceat

honorary and carry with it no precedence outside the Island, nor
any increase of emolument.

My Lords have informed Rear Admiral The Honble GF Hastings
CB that Captain Delacombe may be allowed the local rank of
Lieutenant Colonel on the conditions above mentioned, provided
it appears to Admiral Hastings to be conducive to the good of
the public service.

should have the rank (local) of Lieut Coll & this Admty letter
approves of that promotion conditionally.
The despatch drafted to Govr Seymour as to Captn Allen
