Mails were sent to British Columbia on the 22nd Feb (A), 26th Feb (B), 5th March (C), 12th March (D).
I interpret these two acknowledgements to mean that A, C, & D were all received on 10 April, but that B had not been received at all; it contained the duplicates of Nos 9, 10, 11, 12, & the origs of 13, 14. If this is so Mr Musgrave has never received Mr Julyan's scheme for funding the B.C. debt (which was the enclosure to 13).

It would certainly appear that is so—but you will see from 4927 that Mr Musgrave has recd the duplicates (apparently) of No 13 & 14.Manuscript image No 13 with Mr Julyans scheme would not have this enclosure in duplicate which is the whole issue of the despatch—& if Mr Musgrave had not recd the original despatch he would have called attention to the circumstance when the duplicate was recd without its enclosure. But send copy by next mail.
