I have the honor to forward to Your Lordship, an authenticated, and two plain copies of an ordinance passed by the Legislative Council entitled,
An ordinance to amend the road ordinance 1869.

This is a stringent & summary measure, but on the whole it seems a good one.
Is not the 1st proviso in sec iii defectively drafted? It means of [course?] to exempt a person paying on a/c of real estate from also paying the Poll-tax.
And will it be of much use (sec iv) to authorise only, & not to require, an employer to deduct the annual tax from his employee's wages?
I like the Absentee tax.
