I caused so much of the Blue Book Report for 1868 as refers to the Public Debt of British Columbia to be forwarded to the Crown Agents for any observations which might occur to them, and I now transmit to you a copy of the reply which I have received from Mr. Julyan.HisManuscript image His scheme appears to me to indicate under all the circumstances of the case the best practicable mode of lightening the burden of the existing debt, and to deserve the very careful consideration of your Council to whom I have to request you to submit it.
