I have the honor to transmit to you in reply to your Despatch No. 152 of the 7th December a copy of a letter from the General Post Office from which you will learn that the Postmaster General is not prepared tomakeManuscript image make any reduction in the Postage rate between this country and B.C. so long as the expense of conveying the mails (particularly between San Francisco and Victoria) remains so heavy.
