My Lord,
I beg to inform your Lordship that on
1Letter to Lord President 18 Nov/51.
the 27th Inst, I nominated the following gentlemen as Members of council for Vancouvers Island
           James Douglas Esqr, (Senior Member)
           James Cooper Esqr
           John Todd Esqr
Providing expressly that these nominations should be merely provisional, and subject to be confirmed or disallowed by Her Majesty the Queen. The above named gentlemen have this day taken the oath of allegiance as prescribed and theirManuscript imageand their seats as members of Council.
H.M. Ship "Daphne" leaves this settlement for California on the 1st September, and as I am about to avail myself of that opportunity of leaving the Island, the Senior Member of the council will administer the government, till further instructions shall be received from your Lordship,
