Properly speaking the expense of this passage, as is stated in my Minute
on 836/52, should be defrayed by the
Hudson's Bay Company—but for the
reasons explained in the Co letter of the
9 Feb the Treasury were
recommended to defray, and actually sanctioned—see their Letter of the
20 Feb—payment by the public of this charge. I think reference
should be made to that correspondence, &
the Treasury informed that
though there is no doubt that the H.B.C ought properly to
be at the
expense of
Governor Blanshards' passage on board the
Daphne the
circumstances mentioned in
Lord Grey's Letter of the
9 Feb are in
Sir J. Pakington's opinion sufficient to relieve the Company on this
occasion from the charge.
