Newcastle writes to Douglas to transmit, for Douglas’s information, a letter from James Cooper that discusses a resolution on liquor regulation, a resolution allegedly moved by
Douglas at a
Meeting of the Council of Government of Vancouver's Island.Newcastle observes that Cooper’s letter was not transmitted through the Governor, as it should have been. Newcastle asserts that all future correspondence
must conform to the established rule of Colonial Correspondence.

Sir
I transmit for your information, the Copy of a letter from Mr
James Cooper, relative to a resolution alleged to have been moved by you,
at a Meeting of the Council of Government of Vancouver's Island, on the
5th of October last.
You will acquaint Mr Cooper that whenever any representation
affecting his position in the Council is submittedto

will be pronounced on the case until he has had an opportunity of
bringing before me, any statement, or explanation which he may desire to
offer.

In the present instance, considering the distance of Vancouver's
Island, and the recent establishment of Government there, I have thought
it expedient to take this notice of Mr Cooper's letter, although not
transmitted through the Governor, but I wish it to be understood, that
in future, all parties having representations to make to me, must conform
to the
established rule of Colonial Correspondence.
