I have the honor to acknowledge the receipt of your Despatch No 3 of the 5th of September last transmitting a Report of the Commissioners of the Customs, on the complaint of Mr Robert Swanston, and I am glad to learn that they are of opinion that the proceedings of Collector Sangster have been justified and that Mr Swanston's complaint is fully and satisfactorily answered.

I have according to your instructions directed the attention of Collector Sangster to the advice offered by the Commissioners of the Customs, as to the course he should pursue, in future in all disputes or application for relief in similar cases.
I shall also carefully attend to your instructions in respect to sending home Memorials or representations addressed to the Secretary of State by any inhabitant of Vancouvers Island.
