concurswith Labouchere that Douglas’s decision
in declining to allow [American soldiers] to be arrested on British Territorywas correct.
The minutes make a note to write to Douglas
accordingly.

I have laid before the Earl of Clarendon your Letter of the 26th
Ultimo, inclosing a Copy of a Despatch from the Governor of Vancouver's Island, reporting what passed at an Interview which he had with
Lieutenant Flemming of the United States Army, on the subject of the
surrender of some American Soldiers, who had deserted from the
detachment under his command; and I am to request that you will state to
Mr Secretary Labouchere thatLord
