Enclosed is a draft reply from Lytton to Douglas; and Napier to Malmesbury explaining why he had delayed further action in pursuance of the governor’s claim.

With reference to your letter of the 26th ultimo relative to the claim of Governor Douglas on the United States' Government for the repayment of a Sum of Money advanced by him in 1856 to the Authorities of WashingtonTerritory,Manuscript image Territory, I am directed by the Earl of Malmesbury to transmit to you for the information of Secretary Sir Edward Bulwer Lytton, a copy of a despatch from Her Majesty's Minister at Washington reporting the steps he has taken in the Matter of Mr Douglas' claim.
