With reference to the accounts which have been recently received of the State of Affairs in San Juan and Vancouver's Islands, I am directed by Lord John Russell to request that you will move His Grace The Duke of Newcastle to favour His Lordship with an opinion asManuscript imageas to whether any means can be taken to promote British Emigration to Vancouver's Island.
