I am directed by Lord John Russell to transmit to you, to be laid before the Duke of Newcastle the accompanying Extract of a Despatch which has been received from Her Majesty's Acting Consul General at Woahoo reporting on the increasing amount of Trade at Victoria, Vancouvers Island, owing to its being a Free Port.
