I am directed by Earl Russell to transmit to you, to be laid before
His Grace The Duke of Newcastle, a Copy of a Despatch from the United
States Minister at this Court, stating that Mr Allen Francis of
Illinois, has been appointed to be United States Consul atthe

of Victoria, Vancouver's Island, and I am to request that you will
move His Grace to inform Lord Russell whether there is any objection
to the issue of Her Majesty's Exequatur in favor of Mr Francis.
