I am directed by Earl Russell to transmit to you, to be laid before His Grace The Duke of Newcastle, a Copy of a Despatch from the United States Minister at this Court, stating that Mr Allen Francis of Illinois, has been appointed to be United States Consul attheManuscript image the Port of Victoria, Vancouver's Island, and I am to request that you will move His Grace to inform Lord Russell whether there is any objection to the issue of Her Majesty's Exequatur in favor of Mr Francis.
