Memo, Hammond to Rogers (Permanent Under-Secretary)

Mr Hammond presents his compliments to Sir Frederic Rogers and, with reference to the Letter from the Colonial Office of the 10th Instant is directed by Earl Russell to state, for the information of His Grace The Duke of Newcastle that the Queen's Exequatur empowering Mr Allen Francis to act as United States' Consul at Victoria, Vancouver's Island, has this day received Her Majesty's Signature.
The notification of Her Majesty's Approval of Mr Francis' Appointment will appear in the "Gazette" of the 27th Instant.
