My Lord Duke,
I have had the honor of receiving Your Grace's Despatch of the 14h April last, marked "separate" accompanied by a Supplementary
Commission and Instructions dated 8th October 1862, framed for the
purposeof
of dividing the Council of Vancouvers Island into two
distinct bodies, and creating an Executive and a Legislative Council.

2. I beg now to report to Your Grace that in conformity with Her
Majesty's said Instructions the following persons have been appointed
and constituted to be Members of the Executive Council of Vancouver's
Island.
William Alexander George Young - Acting Colonial Secretary
George Hunter Cary - Attorney General
Alexander Watson - Treasurer
Joseph Despard Pemberton - Surveyor General
and the following persons to be Members of the Legislative Council of
Vancouver's Island, under the conditions and provisions contained in
the said Instructions.
David Cameron - Chief Justice William Alexander George Young - Acting Colonial Secretary
George Hunter Cary - Attorney General
Alexander Watson - Treasurer
Joseph Despard Pemberton - Surveyor General

provisionally appointed to act as Attorney General during Mr Cary's
absence, Mr Ring has been provisionally appointed by me to be ex
officio a Member of the Executive and Legislative Councils of
Vancouver's Island.
