I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council of the 28h ulto leaving to their operation 2 acts passed in Vancouver Island in December 1862 and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
