I have the honor to acknowledge the receipt of your communication enclosing papers relative to engaging Engineers to proceed to Vancouver Island to manage certain Machinery for the improvement of Victoria Harbour.
Mr Pemberton the Surveyor General of the Colony having been specially charged with this Service, I think it is advisable that he should complete it, and I am prepared to undertake the responsibility ofManuscript image directing him to do so. I will inform Mr Pemberton to this effect.

I think to avoid all possibility of misunderstanding I would write to Mr Pemberton that the D. of N. has communicated with the Govr Elect, who thinks it best that the Completion of whatever arrangements are necessary inManuscript image respect to the proposed purchase of machinery & engagements of mechanics for V. Couvers Island should rest with Mr Pemberton.
Add that as Mr Pemberton alone is competent to form a judgement in the matter HG entirely agrees with Capt Kennedy that the ostensible as well as the real responsibility of the decision should rest with him.
