Kennedy reports that he has appointed Hankin as Superintendent of Police. The Colonial Office minutes their agreement to approve the appointment.

Referring to my Despatch No 100 dated 3rd December 1864 reporting
the resignation of Mr Horace Smith, Superintendent of Police, I have
the honor to inform you that I have, subject to your approval,
appointed Mr Philip J. Hankin to succeed him.
Mr Hankin has been for some time under my immediate observation as a
temporary clerk in the officeof
of the Colonial Secretary and I have
formed a very favourable opinion of his fitness for the office to
which I have appointed him.

Mr Hankin is an ex-Lieutenant in the Royal Navy and has been
strongly recommeded to me by Governor Hill (of Antigua), and by
Captain Richards R.N. under whom he served during his survey of this
coast.
Mr Hankin has also been favourably mentioned in a Despatch from
Admiral the Honorable J. Denman for his conduct on arecent

His appointment has been received with great satisfaction by the
public, and will I feel sure result in the efficiency of the Police
Force—and the restoration of public confidence in this important
branch of the public service.
