Sir,
Having laid before Secretary Sir George Grey your Letter of the 21st Ulto., with its enclosed copy of a Dispatch from the Governor of Vancouver Island, requesting to be furnished with any information likely to be useful in the establishment of a proper system of discipline in the Gaol of that Colony; I am directed to transmit to you in order to their being forwarded toGovernorManuscript image Governor Kennedy the accompanying printed copies of the Regulations in force in the English Council Prisons for classifying Convicts and for recording their industry and conduct, and also the Rules affecting men conditionally released.
I am also directed to forward to you a copy of the Report of the Inspector of Prisons for the Southern District which gives some useful information, expecially as to the new Rules enforced at Winchester Gaol.
