As Mr Cardwell is absent, I will submit the question to him in the draft.

Mr Needham, the newly appointed Judge in Vancouver Island, has represented that he has no allowance for either passage or outfit, and that he is subjected to heavy demands. I think that it would not be unreasonable under the circumstances to grant him an advance of salary. I recommend an advance equal to two months full salary, but with an explanation that in settling his pay account in the Colony, he can only be credited for half salary during the time of the voyage.

This is urgent as his departure is approaching. Drafts are annexed.

Colonial Office to Needham, 21 July 1865, authorizing the advance of "two month's salary at the full rate of £1200 per annum" but advising that "in settling your future pay account in the Colony, you can only be credited for half salary during the period of your passage."

Elliot to Needham, 2 August 1865, correcting an error with regard to his salary advance and advising that "the local Act, assigning a new and higher salary to the new Chief Justice, expressly declares that it is to commence from the date of his arrival in the colony.
