M Needham, the newly appointed Judge in
Vancouver Island, has
represented that he has no allowance for either passage or outfit,
and that he is subjected to heavy demands. I think that it would not
be unreasonable under the circumstances to grant him an advance of
salary. I recommend an advance equal to two months full salary, but
with an explanation that in settling his pay account
in the Colony,
he can only be credited for half salary during the time of the voyage.
This is urgent as his departure is approaching. Drafts are annexed.
